McAllen, TX — A 27-year-old McAllen man has been sentenced to 30 years in federal prison for operating a human smuggling scheme that federal prosecutors said spanned more than a year, involved juvenile drivers and was linked to three deaths.
Jose Manuel Silva-Lopez pleaded guilty on December 18, 2025. U.S. District Judge Drew B. Tipton sentenced him to 360 months in federal prison, followed by three years of supervised release. The court also imposed a $10,000 special assessment.
According to the U.S. Attorney’s Office for the Southern District of Texas, Silva-Lopez operated a smuggling ring in the Rio Grande Valley dating back to at least June 2023. Investigators determined he used social media to recruit drivers, including juveniles as young as 14.
Federal prosecutors said Silva-Lopez directed drivers to pick up migrants who had crossed the Rio Grande and transport them to stash houses throughout the Rio Grande Valley. He also instructed drivers to flee from law enforcement.
Authorities said multiple smuggling events resulted in dangerous high-speed pursuits, including one that exceeded 120 mph.
On January 17, 2024, Silva-Lopez coordinated a smuggling event involving a juvenile driver who fled when authorities attempted a traffic stop. The vehicle later lost control on a sharp turn and struck a parked trailer.
The juvenile driver and two passengers died from their injuries. Prosecutors said the driver had been on the phone with Silva-Lopez during the incident.
The court also heard that Silva-Lopez continued recruiting juvenile drivers and instructing them to flee law enforcement after the fatal crash.
Investigators linked Silva-Lopez to at least 21 separate smuggling events between June 2023 and September 2024. Twenty drivers involved in the operation have also been prosecuted and sentenced.
Silva-Lopez remains in federal custody pending transfer to a Federal Bureau of Prisons facility.
