Westlake, TX — A proposed 87.9-acre data center campus near the Westlake-Keller boundary is facing a legal challenge after a court temporarily halted further action related to the project.
The proposed Circle T Data Center, along U.S. Highway 377, calls for four data center buildings, a private electrical substation, backup generators and supporting infrastructure.
The location has drawn opposition because it borders Keller’s Marshall Ridge neighborhood. Westlake says the nearest Keller residence is approximately 506 feet from the proposed building line.
On Aug. 4, the Westlake Planning and Zoning Commission approved the site plan with conditions. Westlake says the property has been designated for commercial and industrial uses since 1998 and that a data center is permitted under its existing development district.
Residents Raise Concerns
Keller residents and officials have raised concerns about potential noise, backup generators, electrical infrastructure, water use and the project’s proximity to homes.
Westlake says the facility would have to comply with its noise requirements and that plans include a 75-foot landscaped buffer, berms and thousands of trees and shrubs to help screen the development.
The Keller City Council has formally opposed the project and sought additional protections for nearby residents.
There is also disagreement over communication between the two municipalities. Westlake says officials from Westlake, Keller and Hillwood Properties met in December 2024 to discuss the proposed data center, including its location, size, noise, water use and electrical infrastructure.
Legal Challenge Temporarily Stops Action
The Marshall Ridge homeowners association has obtained a temporary restraining order affecting Westlake’s ability to move forward with planned action on the project.
The order does not mean the data center has been permanently stopped or canceled. The dispute will continue through the court process.
The project is still proposed, and Texan Report found no indication that construction of the data center campus has begun.
