Texas — Five years after his death, the Texas Municipal Police Association is remembering Dick Brock, a longtime Texas law enforcement officer, former TMPA president and advocate whose career spanned decades of service to officers and their families.
Brock died on Aug. 15, 2021, at the age of 60. His path in law enforcement began while attending Angelo State University, when he worked full-time as a dispatcher for the San Angelo Police Department.
He later served as a police officer at Angelo State University before joining the San Angelo Police Department, where his assignments included patrol officer, field training officer, crime scene and identification officer, and detective.
Brock also became president of the San Angelo Police Officers Association and rose through TMPA’s leadership, serving as president of the statewide association in 1996.
After more than 23 years of service, Brock retired from the San Angelo Police Department in 2003. His law enforcement career continued when he was appointed Tom Green County Constable for Precinct 2 and later elected to the position.
His connection to TMPA would ultimately become another major chapter of his career.
In 2005, Brock volunteered with the association to assist law enforcement officers responding to Hurricane Rita. He later became a TMPA field representative, dedicating his work to supporting officers across Texas until his death in 2021.
Remembering Fallen Officers
Brock was also deeply involved in efforts honoring officers killed in the line of duty and supporting the law enforcement community left behind.
He participated in the Texas Peace Officers’ Memorial Ride, helped organize the annual Texas Peace Officers’ Memorial and worked with organizations including Concerns of Police Survivors and Saving A Hero’s Place.
Brock was known for attending memorial events and funerals for fallen officers across Texas. Shortly before his death, he was also involved in efforts supporting renovations to the Texas Peace Officers’ Memorial Wall.
His name continues to support the next generation of law enforcement families. TMPA established the Dick Brock Scholarship, an annual $5,000 scholarship for an eligible dependent of a TMPA member.
On the fifth anniversary of his passing, TMPA remembered Brock for the relationships he built, the example he set and the influence he continues to have on the organization.
“Time may pass, but some people are never truly gone because of the impact they leave behind,” TMPA wrote in its remembrance.
Brock’s career took him from dispatcher to police officer, detective, constable, association president and advocate for Texas law enforcement — a legacy TMPA says continues five years later.
