El Paso, TX – An 18-year-old driver has been arrested following a single-vehicle crash that killed his passenger early Sunday morning, according to the El Paso Police Department.

The Special Traffic Investigations Unit and DWI Task Force responded to the crash at approximately 2:16 a.m. Aug. 16 in the area of 3900 Gateway North and the 4300 block of Cassidy.

A preliminary investigation determined a 2014 Chevrolet Silverado was traveling on Gateway North at a high rate of speed when the driver lost control and struck a signal light.

The passenger, identified as 33-year-old El Paso resident Cesar Chavez Guillen, died from injuries sustained in the crash.

Police identified the driver as Jose Angel Hernandez Gallegos, 18, of Bryant, Texas. He was arrested and booked into the El Paso County Detention Facility on the following charges:

• Intoxication Assault with a Vehicle Causing Serious Bodily Injury — $50,000 bond
• Intoxication Manslaughter with a Vehicle — $100,000 bond

Police said the death marks El Paso's 37th traffic fatality of 2026, compared with 37 at the same point last year.

Charges are accusations, and the defendant is presumed innocent unless proven guilty in a court of law.
