Harris County, TX — Two men were arrested after Harris County Precinct 4 constable deputies responded to a disturbance involving an allegedly intoxicated father and later learned his 3-year-old child had reportedly been left unattended in a swimming pool.
According to Constable Mark Herman’s Office, deputies responded Aug. 9 to an apartment complex in the 11200 block of Huffmeister Road regarding a disturbance involving Andy Balbuena.
Balbuena had reportedly left before deputies arrived but was located a short distance away in the 11400 block of Trudeau Drive.
Authorities allege Balbuena resisted deputies as they attempted to detain him. During the encounter, his brother, Mike Kuqi, allegedly interfered with deputies and was also taken into custody.
Investigators later determined that Balbuena had allegedly left his 3-year-old child unattended in a swimming pool for several minutes without adult supervision or a flotation device.
Charges & Bonds:
• Andy Balbuena — Child Endangerment and Resisting Arrest
• Total bond: $12,500
• Mike Kuqi — Interfering with the Duties of a Public Servant
• Bond: $2,500
Both men were booked into the Harris County Jail.
The charges are allegations. Balbuena and Kuqi are presumed innocent unless and until proven guilty in a court of law.

Young children should never be left unattended in or around a swimming pool, even for a short period. Close and continuous adult supervision is critical around water.
